BIOGRAPHY - Richard "Rich" C. Gogolkiewicz  (As of June 12, 2006)

 
Director, Technology Transfer & Export  - General Dynamics (GD) Corporation
 

Mr. Gogolkiewicz is responsible for the corporate-wide export and import licensing system and in coordination with GD’s Legal Department assists in the export/import compliance program through out GD.  In his 22 years with GD, Rich has established the policy and procedures for import, export, training, audits and compliance within GD.

 

As a member of the US Department of State’s Defense Trade Advisory Group, since its establishment, he has assisted in writing numerous papers that have provided advice to the State Department on key import and export regulatory issues.   Rich is also a long time member of the Society for International Affairs.

 

Rich was invited by Defense Security Cooperation Agency and Navy International Programs Office to work on improvements to the Foreign Military Sales (FMS) system. Many of the recommendations that were made are now being implemented throughout the Department of Defense.

 

Prior to working for GD Mr. Gogolkiewicz spent 21 years in the US Army as a Field Artillery Officer and Aviator with assignments in Germany, Vietnam and Korea. While assigned to the Army's Aviation Center, he assisted in establishing the techniques for nap-of-the earth flying and, night vision goggle flight.  He has 600 combat flying hours and decorations that include the Bronze Star, Air Medal, Presidential Unit Citation, Legion of Merit and Master Aviator Wings.

 

He earned a Bachelor of Science from Penn State University and a Master of Science from the University of Southern California.
